Issue is with glyphs found in default OpenSymbol font used for the formula
editor.

Bug 103740 will replace OpenSymbol's over weight plus sign. And the issue with
the minus actually looks to be that the base line for the sm math module
overbars are mispositioned, but the minus glyph could also be adjusted upward. 
Would depend on the baseline used with the other operators in the font.

Meanwhile, if you use another font with Math symbol coverage (e.g. STIX, Asana
Math, Noto Sans Symbols, or DejaVu Math TeX Gyre) may have more appealing
layout.  Done from Tools -> Options -> Fonts: Apply replacement table check box
and setting a replacement for OpenSymbol.  STIX have pretty good alignment
across the operators and the Overbars.
