I can also confirm. It's quite annoying. But it seems to me more like an Apple
bug. More programs were/are affected (see for example:
https://discussions.apple.com/thread/7567153 or
https://discussions.apple.com/message/30230496)
Temporally workaround (will effect all apps)
1. Go to System Preferences > General
2. Set Recent Items to None
2. Start LibreOffice
3. Clear List by click on Recent Files in Start Center
4. Open an existing file
Dock will be empty.
