This was a long description indeed, but what exactly were you trying to do? Do
you want the UI in German? Or spell checker? Or local help?
German UI and spell checkers are bundled with LibreOffice installer, and you
don't have to download anything. Run the installer, modify the existing
installation, add new UI languages or dictionaries, and then you can select it
in Tools -> Options...; Language Settings -> Languages.
Let us know if that helped, or you meant something different.
