Steps to reproduce are:
1) Insert one gif into a writer document.
2) Insert another gif so they are overlapping each other.
3) Observe the two gifs competing to be on top.
I have confirmed that this does indeed happen, and was able to reproduce this
bug similar to what is observed in the sample file, however I am not sure this
is a bug because I was able to rearrange the gifs so they were not overlapping.
