You don't even need to subscribe (see http://www.libreoffice.org/developers-2/ for some help) gpg keys and ssh keys are needed for direct commit access, rather than have someone push your changes on your behalf, which basically happens when you've enough good patches sent that its less effort to let you do it yourself than have someone do it for you.
