Hello

Steps to reproduce:

1. File> New> Spreadsheet
2. Select A1, Format> Conditional formatting> Conditional Formatting...
3. Click Add, keep "Value" & "Equal", enter a value (eg 2310)
and choose a style
4. Click Add, keep "Value" & "Equal", enter a value (eg bass)
and choose a style

5. Click Add

Expected Results:
- Scroll up conditions already filled
- Display the last condition, just added
- Scrollbar adjusted to the number of conditions

Actual result:
- Scrollbar adjusted to the number of conditions

Conditions already filled still displayed. User has to scroll down to enter the
new condition
