Steps to reproduce:

1. Open LO Writer with blank document

2. Activate the Option Experimental features in Extras - Options ...

3. Commit restart of LO

4. Open blank document in Writer 

5. Change Tool bar to Notebookbar in the View Menu bar

Notebookbar is displayed and functional

6. Deactivate the Option Experimental features in Extras - Options ...

7. Commit restart of LO

8. Open blank document in Writer 
and see that the Notebookbar is still in use, but it is not possible to change
back to the default bars because the menu entries in VIEW is gone (because of
deactivated experimental features).

Expected behaviour:
If notebookbar is an experimental feature it should not be in use is the option
is deactivated, so i would expect if i deactive it the menu bar is roll back to
the default one automatically.
