Description:
The CPU usage while scrolling around an empty page has increased. With LibO
5.4.0.0Alpha I reach 22% constant. With LibO4.1.04 it's only 19% tops (and will
drop a bit after a while)

Steps to Reproduce:
1.Open a new (empty) writer document in LibO 4.1.0.4
2.Create a large page so scroll bars appear (for example 80x80)
3.Scroll scroll awhile back and forward (horizontal or vertical) by click the
scroll bar and moving it up and down (left or right).
4.Take notice of the CPU usage
5.Do the same for LibO 5.4.0.0

Actual Results:  
CPU usage has increased compared LibO 4.1.0.4

Expected Results:
No high CPU usage at the first place or similar to LibO 4.1.04
