Compare version 5.4 and 5.2
You can add borders to a table cell in the table properties dialog in Writer
and in the cell properties dialog in Calc. This dialog has a part for user
defined positions of the border. In that dialog the icons are missing in theme
Galaxy. I have attached a document with screen shots.
The icons are there in version 5.2, but missing in version 5.4
