The setting that you describe (tools -> Options... -> Language settings ->
languages -> CTL) is not expected to change how existing documents are shown.
It is to define if UI needs to support them. It is in the "Default Languages
for Documents" section, and they don't pretend to do what you seem to expect.
Any information present in the document will be used to display it (provided
that system has relevant fonts etc.) regardless of UI/defaults settings.
