It might be in the general configuration files of the program, or else in the user profile. There will also be a lock file on the ODB stored somewhere in the users profile or on his desktop, which may be hidden (so not visible by default in file explorer). You would need to activate the "Display Hidden Files" option in Windows Explorer in order to be able to see it. If this file exists, it will have a flag set that triggers the autorecovery (I think). Find the hidden file, and remove it. Then try : 1) Stopping the quickstarter and any related soffice processes. 2) Renaming or moving the user profile 3) Restarting LO.
