tdf#75221: make margin collapsing implementation conform OASIS proposal
Since the margin collapsing (aka contextual spacing, implemented
for LO 3.6 by Miklos Vajna, commits

implementation is inconsistent: it nullifies all spacing, including
normal line spacing.
