Description:
The PRC national standard GB/T 26233-2010 have the following requirement at
section 4.3.1:
负的行距能够使蒙古文类文字的竖排行距更小,或者能够部分叠加。负行距的最小绝对值为当前行宽的一半,增量应小一些,并提供透明重叠和剪切重叠选项。
Translation: The minus line height could bring smaller vertical line height for
Mongolian like texts, or let some of them overclipped. The minimum absolute
value of minus line height is half of current line width, the increment should
be smaller, and providing an option for transparent overlapping and clipped
overlapping.

To implement this requirement, LibreOffice should let a glyph being overlap
within a line even if it is out of ascender/descender, and allow texts overlap
each other when they seperate into neighbor lines.
