Description:
This might not be a bug as it should work like that but i dont see why someone
would want to have letters on top of each other.

Your job can be done by selecting one of the other options, but that makes the
"custom" function useless.

Steps to Reproduce:
1. Insert fontwork
2. Change character spacing to custom and select a % (the lower the % the worse
it gets)


Actual Results:  
Unreadable text

Expected Results:
Letters should just have smaller distance between them (?)


Reproducible: Always

User Profile Reset: No

Additional Info:
Also, setting the character spacing to 0% makes the exact same formatting as
100%.
