This issue is still present in LibreOffice 5.2.4.2 (just checked).
There is still no information, neither as a sentence in toolbar tip (mouseover
help) for "Shortcut Keys" list in "Keyboard" tab in "Customize" window (Tools >
Customize), nor as a label / help in the tab itself. There is no way of
discovering that you can press key combination when "Shortcut Keys" list has
focus to go to given key (e.g. Ctrl-Shift-B to go to its binding).
