Per https://help.libreoffice.org/Calc/Protecting_Cells_from_Changes this might
be enhancement and is formally not considered a bug, although it is in the
nutshell.
But the problems stems from the possibility to select "unchecked" cells
(protected or unprotected) at all, either single protected cell or the whole
sheet with Edit-Select All.
So this bug should not be "protected cells can be copied" but "cells marked as
not selectable should not be selected".
