I don't have this problem, although I don't understand what you mean by "middle
horizontal line". I can only set diagonal lines, but not some line going
through the middle of a cell.
My steps:
1. Select some cells in the same row
2. Apply all borders and inner lines
3. Select one cell from the middle of the bordered group
4. Apply dotted style
