Description:
When pasting text using Paste Special Formatted Text(RTF) for the first time, a
small border will appear around the page.  The border will disappear after
scrolling, and won't appear again.

Steps to Reproduce:
1. Open attached file.
2. Copy ABC
3. Paste it as RTF using CTRL+SHIFT+V or using the menu and take notice of the
change in the page border


Actual Results:  
An addition border around the full page (in normal view)

Expected Results:
No change in the page border


Reproducible: Always
