Reseting the profile didn't improve the situation. The system running is:
KDE Plasma: 5.7.5
KDE Frameworks: 5.26.0
Qt: 5.6.1
Kernel: 4.8.0-34-generic
OS Type: 64-bit
No processing power and memory limits
It was OK before upgrading to Kubuntu 16.10.
