In addition to having 'extended tooltips' enabled you also need to have help
installed. :D
So i tested 5.0, which i have help installed for, and dont see the issue, so
its possibly an osx only issue.

Locale: en-US (en_US.UTF-8)
@Steve: Can you check this out to confirm?
@Alex: Could this be a OSX version issue on a newer release?
