Yes but isn't that configuration value set only for Windows, unx and macosx
have no configuration setting and presumably OS/DE will treat it with the
default "false" [1][2] and any mishandling of z-order is an OS/DE Windows
manager issue and not a LibreOffce issue.

This issue should have remained Windows only as while setting the default back
to true for Windows with

you've restored the original Windows only configuration implemented for OOo 3.2

But a user electing to set ForceFocusAndToFront "true" via Expert configuration
on Linux or macOS will be bypassing OS/DE behavior--we've not changed that.

Would agree that a backport of the Windows configuration toggle to "true" to
5.3 should be benign. Probably too late for 5.2
