I had the same issue in my v. 5.1.6.2 under Windows 7 64bit.
By initial installation, the proxy settings for the Internet connection in
LibreOffice, dialog Tools-> Internet -> Proxy was empty and the proxy server
configuration type was set default to "System". In my case, the internet
connection is configured in the system by an automatic configuration script. So
when I tried to check LibreOffice for update or try to load a theme, the
connection failed.
After I set the proxy server configuration type to "Manual" and the host & port
correctly, the update worked and the theme selection as well.
Unfortunately the setting back to "System" doesn't work anymore, LibreOffice
ignores it (which may be repated to the bug #33697) - even if I first purge
manually all host and port fields in the dialog, then set the proxy to "System"
and restart LO, the previous proxy settings are restored.
