Sorry, I haven't been testing in a while, but it looks like this behavior was
fixed in LibreOffice 5.2. Caption frames are back to defaulting to scaling the
image relative to the frame's width.
Since I don't know exactly which commit fixed it, I'll mark as "RESOLVED:
WORKSFORME."
