Description:
If I open file in notepad++ I can find xmr-05800175;05800175;
If I open file in LibraOffice I see xmr-05800175        5800175
It deleted "0" before 5800175.

Steps to Reproduce:
1. Open file for testing - https://cloud.mail.ru/public/5pmo/tLKyYB6ZE
. settings for opening file - http://prntscr.com/eejleb
windows-1251, Russian, ";" ,  text separator - empty
2. Find xmr-05800175;05800175;
3. After you'll see xmr-05800175 and you will not find 05800175, only 5800175,
but if you'll try to open it in notepad++ everything is ok!

Actual Results:  
deleted 0 in lots of cells

Expected Results:
do not delete 0 in a cell, open file as is.
