The F1 & <Shift>+F1 are shortcuts used by the Help system--cross platform.
F6, F10, <Ctrl>+F6, <Shift>+F6 are all used for navigation shortcuts integral
to our a11y support.
Accordingly they are all internally "reserved" within VCL [1] and can not be
modified with the Customize dialog and XML adjustment. In other words they are
hardcoded and will not be changed.
