No repro with LO 5303 OSX 10.12.3
I created an unprivileged user, then logged in as that user. After OSX had
finished setting up the user profile and the default desktop, I navigated to
Applications in the Finder and double-clicked on LibreOffice with the mouse.
The application started, and I was able to open a blank Writer document.
No need to fiddle with the attributes of the app bundle.
