I had the same problem with missing background-color properties for all form
elements, regardless of which module is used (Writer, Base, etc).
I was able to resolve this by removing LO 5.3.0.3, deleting ALL LO directories
(I updated several times and so had LO directories for 4 and 5 - remove them
all) from Program files and Program Files (x86).
I then removed all instances of the phrase "libreoffice" from the registry (I
use Windows 10).
I then downloaded LO 5.3.1.1 and installed it.
It worked for me.....don't know if all that was necessary or not....perhaps
just uninstalling and installing 5.3.1.1 would have worked....
