Seems the file opens if the file type dBASE is selected for open opening from
LibreOffice, but not doing double-click on the file for open it, then text
filter it's selected for open.
I have tested with some file from
https://github.com/infused/dbf/tree/master/spec/fixtures
and they open fine, so maybe something it's not right on the file.
have you tested with other dbf files?
