Description:
I a certain situation an addition page is added when moving an image to the
bottom page border

Steps to Reproduce:
1. Open the attached file
2. Move the black table worktop image to the bottom (new page created)
3. Add an image to the newly 'created' page.
4. Move the black table worktop image up again

Actual Results:  
When moving the image downwards, a additional page is added. The page will
disappear, when moving the image up again (even when it's containing content)

Expected Results:
There shouldn't be an additional page.
