Description:
If a large picture is added on on top of the page (anchored to paragraph), the
text cursor is moving the the 'second' row. Suggesting a new paragraph. However
when pasting an image on this new row, the image will move up, covering the
first one

I don't think this should happen; it seems counterintuitive


Steps to Reproduce:
1.Open the attached file
2.Copy the image
3.Paste it below the existing image

Actual Results:  
The second image will positioned on top of the first one (because both are
anchored to the same paragraph)

Expected Results:
The second image should be positioned below the first one (in my opinion)
