When using the default backends of gtk/gtk3 we use the direct gtk api to add
something to the recently used list and gtk writes to the appropriate place and
should use the .xbel you mention.
So the old ~/.recently-used should only be used by the now nearly dead generic
backend. Are you using the kde variant of LibreOffice ?
