We have a script in
http://opengrok.libreoffice.org/xref/core/bin/list-dispatch-commands.php which
is used to generate the data at
https://wiki.documentfoundation.org/Development/DispatchCommands .
While this is a useful script, it introduces another dependency on PHP.
The task is to rewrite that script in Python 3 which we usually use for
scripts.
