Description:
In the table properties dialog, the background tab allows the user to set a
background color for one or more table cells. However, it only displays the
standard palette of colors. There is no UI element to use another palette or to
select colors.

Steps to Reproduce:
1. Create a table
2. Right-click the table
3. Click "Table Properties"
4. Switch to the "Background" tab

Actual Results:  
Under "Background Color" colors of the standard palette are displayed, nothing
else.

Expected Results:
There should UI elements to choose another palette and to add custom colors.
