Combined screenshots of correct and buggy items
Insert an image and anchor it as character. Open the properties dialog, goto
page "Type" and examine the items in the drop down lists for vertical
alignment.
It should be
Vertical: Top/Bottom/Center/From Top
and
to: Base line/ Character / Row
That is correct in Version: 5.2.6.2

Now take a current build from master and do the same. You get
Vertical: Bottom paragraph border/Margin/Left Frame border/Right Frame border
and
to: Page text area/Top/Bottom
I see the bug in Version: 5.4.0.0.alpha0+
