No, that's an outrageous conspiratorial claim you are imagining.

Right now or next release are nearly identical wishes, when the reality is we
have 9-10 thousand bugs.

Your options for getting a bug fix or a feature implemented are:

1. Do it yourself
2. If you can't do it, pay for it
3. If you don't have money, ask a friend to do it
4. If you don't have a C++-savvy friend, learn C++ first and then do it
yourself
5. If you are disgusted about the idea of learning C++, contribute to
LibreOffice in some other ways, make new friends in the process and hope you
can some day convince them to fix your pet bug, probably in exchange of some
work or beers
