No the window focus is correct on Windows builds.
The "ForceFocusAndToFront" value is set "True" by default with a clean user
profile. It can be set from Expert Configuration dialog. Tools -> Options ->
Advanced: Open Expert Configuration button (as localized). Or manually opening
the LibreOffice registry "registrymodifications.xcu" with an XML editor, if
present in the .xcu for the profile--either True/False--the value had been
edited at some point and it is not a default profile. Clear the user profile.
If with a clean user profile, and verifying the "ForceFocusAndToFront" value is
set True via the Expert Configuration if the window focus and "to front" is not
correct then please file a new BZ issue. Provide full OS and Desktop details
and Steps to Reproduce.
