+1 for this functionality, which I find very often required. The rationale has
been described well by others: document styles which require chapters to start
on a rh page, but blank page to be clearly indicated as a) part of the document
with headers / footers / page numbers etc; b) intentionally blank, with some
text or watermark to say so.
