You are on 64-bit Windows.
Have you mixed 32-bit (old 5.1.3 x86.msi) with a 64-bit update attempt (5.3.2)?
At this point you'll need to clean up the 5.1.3 x86 install to remove it.
You can pickup the old installers from the archive to do a
repair--https://downloadarchive.documentfoundation.org/libreoffice/old/
Then uninstall it. And have another go at the 64-bit 5.3.2 build.
