Not disabled, just hidden

No it is designed to be hidden in this MUFFIN mode of the Notebookbar.

It can be toggled visible from the "three bar" configuration button "Menubar"
button.  The setting is stateful and is recorded to user profile, if set
visible it remains so until it is hidden again from the "three bar"
configuration.

Bug 90195 remains open to provide keyboard shortcut to make the Main menu
visible when it has been hidden.
