Uncheck the option "Merge with next paragraph" in the tab "Borders" in the
paragraph properties. To avoid a gap between two paragraphs, use a line spacing
without leading, "single" or "proportional 100%".
[There seems to be an error in line spacing, but that is a different topic.]
