tdf#104081 RTF import: handle \htmautsp
It's the opposite of OOXML's <w:doNotUseHTMLParagraphAutoSpacing/>, so
the default is different.
Also adapt the fdo82006 bugdoc where the original bugdoc contained this
flag, but the testcase did not.
