This is already easily possible.
1. right click on cell
2. format cell
3. Numbers tab;
4. User-defined category
Then with format code:
mmm yy = "Apr 17"
mmmm yy = "April 17"
mmm yyyy = "Apr 2017"
mmmm yyyy = "April 2017"
