Confirmed that its a regression introduce in 5.1 as its not available in 5.0.6.
Version: 5.0.6.3
Build ID: 490fc03b25318460cfc54456516ea2519c11d1aa
Locale: en-US (en_US.UTF-8)
The workaround is to click the Navigator deck and then the other decks work
correctly again.
