The step count is not part of the gradient definition but it is a property of
the object, which gets the gradient applied.

The gradient definition itself is defined in an <draw:gradient> element, and
that does not has an attribute to store the steps.

But you can define a style in the Style&Formatting dialog. A style can contain
the step count. When you want to use this gradient and this special step count
for another object, you only need to apply the style.
