I just realized that I am attempting to use the "x86" offline help pack but I
really need the "x64" package. I've re-installed with the 64-bit help package,
which matches the bitness of my LibreOffice install, and hey what do you know?
--It works!
I removed the x86 package and installed:
LibreOffice_5.2.7_Win_x64_helppack_en-US.msi in its place. Now offline help
works.
