Thanks Buovjaga, that explains it. One would expect that to actually be
labelled "constrain aspect ratio". In summary, it's a "bug" in the displayed
text in the UI.
(Having used Visio for many years, I was finding the whole behaviour completely
baffling, and was beginning to wonder if it was a bug in the Visio to Draw
importer).
