I upgraded libreoffice using ppa (sudo apt-add-repository ppa:libreoffice/ppa).
Now running Version: 5.3.3.2.
Kate still crashes for me.
But in the KDE bugzilla like I provided, KDE developer on version 5.3.1.2,
Kubuntu 17.04 reports that it offers text import options.
