ODF 1.2 spec says in ยง20.175 fo:background-color:
" [...] If the value is set to transparent, it switches off any background
image that is specified by a <style:background-image>. [...]"

But if I set an image as background for a frame in the LO UI, in the stored
file I see the result as style like this:

style:background-transparency="100%" style:shadow="none">

</style:graphic-properties>

LO also shows the background image if loading the file again (for internal
consistency I guess :) ).

But unless I misunderstood that referenced part of the ODF spec, this behaviour
is not conforming to the spec.
