Problem description:
When I create a new file from Windows Explorer it is always in A4 page size,
although my locale is set to English (US) and new Text documents created in
LibreOffice are Letter size.
Steps to reproduce:
1. Install LibreOffice 3.4+
2. right-click on Desktop or in Folder -> New -> OpenDocument Text
3. Open it in LibreOffice
4. check page size
Current behavior: Page size: A4
Expected behavior: Page size: Letter (8.5"x11")

Browser: Mozilla/5.0 (Windows NT 6.2; rv:14.0) Gecko/20100101 Firefox/14.0
