This is not a bug. Line spacing is a paragraph's property, and as such may only
be applied to paragraph as a whole, not to any part of it.
You might want to adjust spacing below paragraph - if your intended goal was to
separate the paragraph from the next. Use Format-Paragraph (Idents and Spacing
tab) for that.
